Building HR Foundations: Handbook & Policy Rollout for a Small O&G Company in New Mexico

How one small business turned uncertainty into clarity with the right HR support.

When a small business grows, those casual, “we’ll figure it out as we go” practices don’t always work anymore. That was exactly the case for a 35-employee company in New Mexico that reached out to HR Strategy Alliance. They were growing fast, but without formal policies or a handbook, things were starting to get complicated. Employees didn’t always know what was expected of them, and leadership worried about compliance risks that could easily be avoided.

During my very first conversation with the owner, he asked me a question I hear often: “When is the right time to hire HR?” My answer was simple. When your business is big enough that you start to feel the gaps, that’s when you need HR support. For him, the absence of policies and the growing uncertainty among employees made it clear that the time was now.

The company wanted clarity, structure, and a set of policies that would protect the business while also supporting their people. They needed a foundation that would grow with them, not hold them back.

I began by looking at where they stood. We reviewed their current practices and measured them against both federal requirements and New Mexico-specific laws. From there, I created a handbook written in plain, accessible language so employees could understand it and actually use it. It included clear guidance on workplace conduct, time off, safety practices, and anti-harassment, along with the compliance essentials like wage and hour standards and equal employment opportunity.

We’ve now put solid, compliant policies into place that give employees and leaders the clarity they needed. With that foundation built, we’re moving into the next phase: creating a purposeful, structured electronic onboarding experience. This will ensure that every new hire starts off with consistency, efficiency, and a clear understanding of expectations.

From there, our focus will shift to integrating the company’s current systems so that HR processes work seamlessly together. These steps aren’t just about compliance—they’re about setting the business up with tools and processes that can scale. By aligning strong policies, smooth onboarding, and integrated systems, we’re helping this company grow with confidence and purpose.

The transformation has already been noticeable. Employees now have answers at their fingertips, and leadership feels confident knowing their policies are consistent and legally sound. The company has gone from uncertainty to clarity, and in doing so, they have built a stronger culture and a stronger business.

For small businesses, creating policies isn’t about adding red tape—it’s about building trust, protecting the business, and giving employees a clear path forward. This New Mexico company now has a solid HR foundation to support its growth, and their team can focus on what they do best.

If your business is in a similar spot—whether in Dallas, Houston, or anywhere in the U.S.—HR Strategy Alliance can help you put the right pieces in place. Together, we’ll create policies that not only keep you compliant but also help your people and your business thrive.
